skill lag has been a thing since relink and not just on reset the consensus is that it is likely the changes to chrono with the invulnerable phantasms and/or rise minions or a combination of the 2 had skill lag fighting a single blob on a wed in NA servers
The worst-case scenario is that it will take slightly over 3 months, and the best-case scenario is a few weeks if the account is created near to the wizard's vault's quarterly reset. Getting a full set of ascended gear out of the way early speeds up access to all end game content, especially fractals.
If you want a character back - You need an empty character slot and the name needs to be available still (so you can't be using it on another character on your account and no one else can have it either). It also depends on how old the character is and may not always be possible, if the data is completely gone.
I made it so that I don't need to input my password manually again, but since I forgot my password and the password reset phone code doesn't work, I am relying on a method to check my saved password that the GW2 app made to remember.

Be prepared to provide ownership info - I hope you have at least one key/serial associated to the account. Then they might just be able to remove 2FA with that info. (I would recommend authenticator app then. Google already seems to allow backup of the stored accounts there into the Google account / cloud.)

Level up via crafting, reset to 0, rinse and repeat, never need to leave DR, boom insta-80. Of course, I'm not sure why one would want to do that It's not as if we haven't been able to do this for years already. Levelling 2 disciplines with crafting boosters will get you to level 80 without ever setting foot outside a city.
