If12v is not present, then pull the relay and check for 12v at the term 30 supply. If you have 12v at term 30 (which is always on) and not at the fuse term 87 side, then likely the relay is not working. So I'd pull one of the fuses and check for 12v when the engine is on at the correct side of the fuse socket.
